Use measured fabric, not a generic label

The diagonal fold creates the triangle, while the knot uses part of the available fabric. A square measurement alone does not predict an exact neck fit.
Introduce any accessory briefly and calmly. Remove it if it appears tight, catches on anything, limits movement, or causes distress.
The supplier identifies S for small pets and says it will not fit an adult. That note is not a cat-specific fit guarantee, so compare the actual 44 cm square with an accessory your cat already wears comfortably.
