Allow for the fold
A diagonal fold changes the usable shape, and every knot consumes fabric. If your reference bandana only just ties, compare against the next larger square.
Do not treat S as adult-sized
The supplier explicitly reserves the smallest size for small pets. Adults should compare M and L against a bandana they already wear comfortably.
